On February 17, 2009, President Obama signed a stimulus bill (The American Recovery and Reinvestment Act of 2009) that made some significant changes to the energy efficiency tax credits. The highlights are:
- The qualification metric has slightly changed. Under the new law, beginning on February 17, 2009, the water heater must have at least a .82 EF (versus .80 EF in the previous legislation) or 90% Thermal Efficiency. * The new, expanded tax credits have been extended to 2010.
- The tax credits that were for a specific dollar amount (i.e. $300 for a high efficiency water heater) have been converted to 30% of the total installed cost (labor and materials) – with a cap of $1,500 that extends through 2010.

On Wednesday, October 8, 2008 congress passed a legislation that will extend the 30 percent federal investment tax credit for both residential and commercial solar installations for 8 years.
The solar tax credit provisions will:
- Extend for 8 years the 30-percent tax credit for both residential and commercial solar installations
- Eliminate the $2,000 monetary cap for residential solar electric installations, creating a true 30-percent credit
- Eliminate the prohibition on utilities from benefiting from the credit
- Allow Alternative Minimum Tax (AMT) filers, both businesses and families, to take the credit
- Authorize $800 million for clean energy bonds for renewable energy generating facilities, including solar.
